But child abuse is not going away, especially here with such a rapidly increasing population. Also, more cases are being reported because people are more aware and better able to detect child abuse. And there is a lack of support and sources for people in rural communities, D'Agostino said. "East Hillsborough is such an enormous area to serve, one Rainbow Center is only a drop in the bucket," Kennedy said.
Rainbow, which costs $65,000 to run yearly, is a self-supporting service because there is no federal money for it, she said. Lorena and Robert Jaeb helped get the program off the ground with a $20,000 donation. The United Way, the County Commission and private donors are the primary funding sources for Rainbow I and II. Officials say Rainbow II will be ready for operation by April at the Holy Innocent's Episcopal Church in Valrico. The money raised will pay for a van, equipment and minor renovations in the parish hall.

Transportation to and from the center is provided for each family. While a Rainbow I program has been established in Tampa for eight years, Child Abuse Council officials have been looking to establish a second Rainbow Center in the eastern part of the county for about a year. 'Proportionately, this eastern area has the second highest rate of child abuse in all of Hillsborough D'Agostino said. A large percentage of child abuse programs have high numbers of absenteeism. Officials attribute Rainbow's 75 percent success rate to its small size and the transportation provided. Abusive parents are often isolated. It's very important for consistency to provide transportation for people, explained D'Agostino.

The Tampa-based Child Abuse Council has seen a need for its services in the eastern part of the county for at least a year. But until now there just wasn't enough money. "Because of the concern and generosity of the community, we can fund ourselves. It's the community's response to a need," said Paul D'Agostino, executive director of the Child Abuse Council.
Exact numbers have not been calculated yet but officials have estimated that a ball sponsored by the Child Abuse Council and the Tampa Bay Polo Club raised close to $30,000 for the new East Hillsborough Rainbow Family Learning Center. Besides the money raised at last Saturday night's black-tie gala, all proceeds from a silent auction and Sunday's grand opening of the 1988 polo season will help fund the new center, which will be in Valrico. Also called The Rainbow Family Learning Center II, the program is a service of the Child Abuse Council which is designed to provide a specialized, therapeutic and safe environment for abused children and their families.
